He has a strong track record of building and scaling high-performance infrastructure services organizations, including leading national expansion efforts at Bluestream Professional Services and holding senior roles at Nexius and Wireless Facilities Inc. Under his leadership, FBR Solutions is focused on expanding its capabilities in network design, engineering, construction, and deployment to meet growing connectivity needs nationwide.

T.W. Shannon is a Board Member of FBR Solutions, bringing more than two decades of leadership at the intersection of government, infrastructure, and economic development. He made history as the youngest-ever Speaker of the Oklahoma House of Representatives, and the first African-American and Chickasaw citizen to hold the position, at age 34. He went on to serve as Senior Advisor to the U.S. Secretary of Agriculture for Rural Prosperity, helping shape federal policy on rural broadband, energy, and infrastructure investment. A graduate of the University of Oklahoma and a Fellow at Harvard Kennedy School's Institute of Politics, he brings a national perspective on infrastructure funding, regulatory engagement, and rural connectivity to the FBR Solutions board. At FBR Solutions, he advises leadership on public-sector strategy, federal program alignment, and stakeholder engagement at the state and federal levels.

He has built a strong track record of aligning investment performance with long-term value creation, with a focus on expanding opportunity and driving sustainable impact. Through his leadership at FVLCRUM, his focus is on unlocking access to infrastructure industries for minority-owned operators and the investors who back them.

Harrison Perry is Co-Founder and Managing Partner of FVLCRUM Funds, the private equity firm supporting FBR Solutions, bringing more than twenty years of experience investing in and operating growth-stage businesses. He began his career as a Leveraged Finance Analyst at Bank of America before joining CapitalSource Strategic Fund and Radius Ventures, then served as Vice President at EDG Partners where he led capital deployment across healthcare services and business services. He holds a B.S. in Business Administration from the University of North Carolina at Chapel Hill and an MBA in Finance from Northwestern University's Kellogg School of Management. At FBR Solutions, he brings deep private-equity underwriting experience and works alongside the broader FVLCRUM team to back long-duration infrastructure platforms.

Who we are

A national contractor with thirty years behind it.

We grew out of regional telecom engineering firms that built fiber for the major carriers. We kept the people, the disciplines, and the local office footprint that mattered, and added the systems and scale to run multi-region programs. Our crews and engineers work out of regional offices in Dallas, Texas and Atlanta, Georgia today.

What we measure ourselves on.

Every program comes down to four numbers on a dashboard. We run the work to hit them.

Safety.

Daily briefings, PPE enforcement, and incident reporting on every job site. Safety record reviewed with every customer at program milestones.

Schedule.

Permanent crews and long-standing regional offices mean we can surge on notice. Deadlines are met because the people and equipment are already in place.

Cost.

Self-perform crews and owned equipment mean we control the cost line, not a chain of subcontractors. We pass that through to your program budget.

Quality.

Splicing, testing, and balance done by the people who built the program. Three layers of QA — inline during construction, at final validation, and on process discipline.
